This website from France offers The River studio album for download in 24-bit / 44.1kHz. It's part of a so called "Quality Studio Masters" series:

I haven't see this anywhere else on the web.

Has anyone more information about that?

Translation of this sites page explaining it's Studio Masters:

Thanks to the work done before with recording studios, and in collaboration with labels becoming more independent and majors (Plus Loin Music, Bee Jaz Ambronay Editions, Zig Zag Territories, ECM, Mirare Aeolus, Ondine , Winter & Winter, Laborie etc.) Qobuz offers more and more new and growing selection of his back catalog as " Qobuz Studio Masters*. " These albums identically reproduce the sound from the studio console output, and offer comfort listening experience, higher than the CD (typically "reduced" for mastering at 44.1 kHz / 16 bit).Files "Qobuz Studio Masters" are DRM-free and are 100% Mac and PC compatible (a limitation of Apple prevents Quality Studio Masters to be transferred to an iPod, iPhone or iPad. But it will be possible to download a CD quality version of your purchase from "My Account" which can be used on your portable Apple). Away from the approach of all-MP3 that has developed in recent years at the expense of sound quality, Qobuz and revives the sound requirement for all music lovers to benefit both the comfort of online music and the requirement audiophile.

Notealbums sold Qobuz as "Qobuz Studio Masters" we are provided directly by the labels. They are not re-encoded from SACD and we guarantee their direct origin. We refuse, to grow faster this offer, suspects tampering.

They are also advertising High Hopes, American Beauty & We Shall Overcome (American Land Edition) in 24 bit

Thanks for the info.

I've read some statements from people who downloaded it that the sound on the The River 24-bit is pretty good.

If it's really officially licensed from Columbia / Sony I think we have the basis for the River box set here.

You're not alone with this issue Todd.

When I try to buy it here in Germany it says "The download shop for your country opens soon".

I can subscribe to their streaming offer which is available only in selected European contries: Netherlands, Belgium, Luxemburg, UK, Ireland, Germany, Austria and Switzerland.
