I think there is an above 50% chance that we will never see a Nebraska box set. The big reason is that he never toured behind the record. Second reason: the mother of all box sets, which will be the Born In The USA box set, really starts with that Nebraska demo tape. It was never intended to be its own project until Bruce had recorded maybe 45 songs with the band in the spring 1982. It was at that point he realized that the Nebraska material from the demo tape couldn't be bettered by the band. However, if they did a Nebraska box set, they could go with something like this:

1) Disc one = remastered Nebraska CD (I wouldn't include it, but they would)

2) Disc two = the Nebraska demo tape including outtakes and alternate versions

3) Disc three = Electric Nebraska. Everything that was recorded by the band in the Spring of 1982.

4) Disc Four = Live Nebraska 1984/85 = To my knowledge every song from the Nebraska album was played during the BITUSA tour.

5) Making of Nebraska DVD.

But something tells me the record label wouldn't go for this. Even though it's my 3rd favorite album from Bruce, the label REALLY wants that BITUSA box which I predict will have to be sold at different levels. We will see super deluxe editions, deluxe editions,  2-CD versions, whatever, because there is too much material.

Gunner, I don't know if you heard about this, but when the big hack / leak of Sony e-mails happened a few years back, all the details of Bruce's contract with Columbia were made known and it included plans for a Nebraska box set.
